Raw brass is unplated, and is not as shiny as most plated finishes.
To remove tarnish, use brass cleaner, a polishing cloth, or fine grit (1000 - 1500) sandpaper.
To give a high polish to raw brass items, tumble-polish them with steel shot, water and a burnishing compound in a rock tumbler.
To create an antiqued look on raw brass, apply an oxidizing solution.
