I received as a gift a pendant 1" x 1"  of what appears to be stainless steel with children figures attached to it. I would like to attempt to make the same thing for a friend of mine for an upcoming birthday.  How is something like this made?  Soldering the figures to the 1" x 1" plate?

Stainless is a little harder to cut and solder but it can be done.  Another way to go would be to cut out the elements and cold attach them - something like riveting or ?? - check McCreight's book for options.  You might be able to find a sheet metal shop working with stainless who would spot weld your pieces on. check in you local area.
Casting stainless will not be an option.
Using the Art Clay Silver products, you could fabricate something that looks like your aother piece but it would be fine silver, not stainless
