My daughter also has a disability and is interested in metal clay and fusing glass.  Does anyone have a source for a reasonably priced small kiln?

The most often used kiln for the Art Clay Silver materials is the Paragon SC-2  It has been designe d for these materials and you can use it to fuse small scale glass elements as well.

If you go to this thread, there are further detials about kilns and ACS:

Just a note, with a small torch you can fire a lot of the Art clay Silver projects before you purchase a kiln. Check this link for a discussion of the different methods for firing metal clays.

As for a source of the kilns, there are a number of suppliers on the internet - I personally like to buy larger equipment like kilns from someone near  me in case I have questions.
