We have a wire and bead Wine Glass Wrap project sheet that can be re-shaped for use as a napkin ring.  (See project sheet #41.)

We also can special order findings that are designed for cloth-covered napkin rings. They are pretty expensive though (over ũ if I remember correctly), due to their size, and there isn't an easy way to bead them. The minimum order is normally 1,000 pieces.

Memory wire might be a good way to go. You could bead the ring or bracelet sized memory wire, and then just wrap it around the napkin. I'm not sure which size (ring or bracelet) would be best though.  What do you readers out there think?

I think I've also seen projects with doing seed beading techniques over a cardboard form, like a slice from a paper towel roll.  Sometimes these forms are available at general hobby supply stores like Michael's, too.  Check with Bead & Button magazine (I'm sure they have a web site) to see if there have been past projects on napkin rings, or try a google search for napkin rings + beading techniques, etc.

has anyone ever made napkin rings or know how they might be done?

I've only used the memory wire for making napkin rings, a couple of sets of single beaded wires, and one slightly fancier set of multiple wires, using the 4 hole bead bars and sterling memory wire end caps.  The memory wire is very easy to work with for these.
