I don't think we have exactly what you're looking for.  However, we have some similar items:
On page 33, there are Bullet Ends and Sterling Silver Cones.  Some of those might work, espcially if you glue the items into them.

Also, on page 43, there are bolo tips.  These have one closed (ornamental) end which could be nice if you don't need both ends of the cone/vase open.  You normally crimp the large open end of a bolo tip after putting your cord (or in this case plume, etc.) into the tip.

Where can I find the vase like bases for making hat plumes, feathers or brushes?  Examples of the finished products can be found at: http://www.deutscheshaus.cc/html/german_hats.html
